In 2023, the Blue Sky Rural Activity Center was included as part of the expansion of the Urban Service Area (USA). In 2024, the Planning Commission recommended a Small Area Plan (SAP) for the industrial area to delve into a detailed analysis of economic development opportunities and additional industrial land uses for the area.

The SAP will evaluate the existing conditions of infrastructure and the built environment as well as the natural features, resources, and physical constraints that affect the area. The SAP will specify future land-use designations, how to integrate and connect Blue Sky with other portions of the USA, and economic redevelopment opportunities.

Alongside planning staff, the city has hired TSW Design as a consultant to help research and write the Small Area Plan. Assisting TSW are Partners for Economic Solutions for market analysis, development feasibility, and financing mechanisms; Gresham Smith for transportation and infrastructure; Yard & Company for public engagement, branding and marketing; and Strategic Locations Advisors for their local knowledge of market conditions and economic development.
